Meiji To Militarism to Reconstruction -Some historians, viewing political developments into the 1920’s, regard the Meiji constitution in a positive light, as leading to democracy and greater freedom in society. A second group of historians, in view of what happened during the 1930â€s and 1940’s (the rise of militarism and curtailing of liberties), see developments in Meiji and Taisho Periods in a negative light, as leading to militarism and fascism. Finally, a third group of historians view Japan’s return to the path of democracy and a civil society following World War II as evidence illustrating an uneven but continuing process of becoming a democratic society.
